Lustral water?
Should lustral water be made and sprinkled on the offerings of every ritual?

It is good to first consecrate offerings, but it is hardly a grave transgression if you cannot.
The purity of the offerer is what is of primary importance; Hesiod wrote, bitingly, that the prayers of those who pray 'with unwashed hands' (i.e. who pray without first being purified) are ignored and spit back at them.

Thank you Erodios, so how does one purify one self? Is it a matter of being clean or a matter of ritual purification or both?

It's a measure of both.
Water is the typical means of purification; physically, it washes away material impurities, and abstractly, washes away immaterial ones.
Bathing is typical prior to important religious ceremonies; for lesser ones, simple aspersion with consecrated water is analogous.
