I would think of Hecate as looking over politics because of Hesiod's hymn to Hecate in the Theogony.

Athḗnē would be associated with lawgiving and political justice. The area of government in general as a concept would be customarily the domain of Zeús and Hḗra. 


Any major city would also have its own persona of Fortune, worshipped as the embodiment of the wellbeing of the particular state.
