I'm confused as to when you honor Hekate at the end of the Athenian month. Do you on the full moon or before the full moon?

Neither, actually. The Attic calendar is focused around the new moon, not the full moon. 

Attic months begin on the evening of the new moon. There is an association with Ekáti of the Attic-calendar day called the Ένη-και-Νέα' (literally, the "Old [month] and New" [month]) or the 'Τριακάς' (literally, the 'Thirtieth') with the final day of the previous month preceding the evening of the new moon. 

The Orphic calendar, conversely, is entirely different, and while it has lunar origins, is a "set" calendar, like the Gregorian one we are all familiar with. We, likewise, do not ascribe any particular significance to the final or first days of months, aside from the Orphic New Year. They are just dates at which the designated liturgy and liturgical color changes.

To further clarify, the New Moon in modern days means the dark phase of the moon, when the moon is not visible in the night sky. I know it would make more sense to call the dark phase the Dark Moon or something, and call the moon on the following night, when the first slice of the lunar crescent is visible again the New moon, as that would be less confusing. But that's just how things are currently.

Perhaps the confusion is because Neopagans often celebrate the full moon, which for some of them might include the honoring of 'Hekate', and so base their lunar calendar on that.  But as already pointed out, in the Attic calendar, the Deipnon is held during the dark phase before the first visible sliver of the new moon. Thus Deipnon > Noumenia > Agathos Daimon occur consecutively.
